Three Incendiary Devices Among Other Illegal Items Found in Village of Chester After Temporary Order of Protection Issued by Rockland County Family Court

On 2/16/24, at approximately 1100 hours, The Orange County Sheriff’s Office Patrol Division assisted the Rockland County Sheriff’s Office with the service of a Temporary Order of Protection, firearms surrender with search and seizure conditions out of Rockland County Family Court on a 37-year-old male Aleksey Titov in the Village of Chester. During the service of the Order, Titov did not cooperate with Law Enforcement. He became combative and was taken into custody.

During the search of the apartment, a Rockland County Deputy located a bag that contained what appeared to be an Improvised Explosive Device (IED). Upon discovery of the device, all police personnel backed out of the residence, secured the location, and began evacuating the surrounding apartments. The Rockland County Sheriff’s Office Bomb Disposal Unit (BDU) was activated and responded to the scene. The BDU recovered three (3) intact incendiary devices, with numerous materials consistent with fabricating homemade Improvised Explosive Devices. After thorough searches of the residence by the professionally trained members of the BDU, the building was deemed safe for law enforcement to continue their search. The search resulted in the recovery of a loaded firearm, four loaded magazines, a quantity of approximately 17 grams of psychedelic mushrooms, and a ballistic vest from inside the residence.

Titov was charged with (3) counts of PL 265.02 (2) Criminal Possession of a Weapon in the 3rd degree, class “D” felony for the incendiary devices, as well as (1) count of PL 265.01-b (1) Criminal Possession of a Firearm, a class “E” felony for the loaded firearm. Titov was arraigned in the Centralized Arraignment Part and released on his own recognizance to return to the Village of Chester court at a later date as these offenses are not bail-eligible according to the law. Custody of Titov was turned over to the Town of Haverstraw Police Department for an outstanding warrant. The investigation is continuing, and additional charges are pending.

Sheriff Arteta would like to thank all our partnering agencies for their joint effort during this extensive process. The safety of the community, residents, and our officers was the priority here. Sheriff Arteta said, “The success of this incident is due greatly to our partners in Rockland County. We appreciate the patience of the residents from the area and the support from all of our local partners, including Chester Town Supervisor Brandon Holdridge, who quickly offered resources for the affected residents. This really was a joint effort on all parts”. Sheriff Arteta reminds residents, “If you see something, say something. Report any suspicious activity immediately to Law Enforcement”.

Haverstraw Police Arrest Suspect in Connection with Residential Burglary

On March 31, 2025, the Haverstraw Police Department located and arrested Carlos Sepulveda, 43, of West Haverstraw, New York, in connection with a residential burglary that recently occurred. Mr. Sepulveda was identified as the suspect depicted in a circulated image related to the incident.
The arrest stemmed from an investigation into a reported incident where a suspect allegedly entered a residence and stole a package.
Mr. Sepulveda has been charged with the following:
Burglary 2nd Degree (Class C Felony)
Criminal Trespass 3rd Degree (Class B Misdemeanor)
Petit Larceny (Class A Misdemeanor)
Following his arrest, Mr. Sepulveda was arraigned in Clarkstown Justice Court. He was subsequently remanded to the Rockland County Correctional Facility.

Rockland County Court Rejects Convicted Murderer’s Eighth Attempt To Vacate Conviction

Rockland County District Attorney Thomas E. Walsh, II, announced today that, in a decision issued on March 25, 2025, Rockland County Court Judge Kevin F. Russo rejected the latest attempt by convicted murderer Amer Zada to have his conviction vacated. The court noted that this motion is the eighth time Zada has sought to reverse or vacate his conviction.
In 1980, Zada was convicted of the murder of seventeen-year-old Shirley Smith in a Village of Nyack parking lot. He was also convicted of Attempted Sodomy in the First Degree and Aggravated Sexual Abuse as a result of his attack on Ms. Smith. At his trial, Zada was represented by William Kunstler, a world-renowned defense attorney who had gained notoriety for successfully defending many high profile and controversial clients.
In its decision, the court described the defendant’s current motion as being largely based on Zada’s claim that certain documents were not turned over to him prior to trial.
“The court found that Zada had failed to adequately establish this speculative claim as he provided no direct evidence that he had never received the documents. I would like to commend Executive Assistant District Attorney James Dolan for his dedication and professionalism representing the Office in this proceeding.” said District Attorney Tom Walsh.
The court also found that, even assuming that the documents had not been turned over, they were of little importance in the case against Zada and none of them were exculpatory within the meaning of the law. In addition, the court found that Zada’s motion to vacate his conviction raised only minor inconsistencies in the case against him, most of which were thoroughly explored by Mr. Kunstler during the trial. In conclusion, the court found that Zada had not offered anything to justify vacating his conviction.
